Ever tried NVU (pronounced N-View)? AFAIK, Its the closest open source WYSIWYG editor substitute to Dreamweaver. Templates, built-in CSS editor, built-in HTML/CSS validators, its got it all.
I'm not by any means a web designer, but I kind of liked it. :-)

On yes, there are quite a few, the one I can remember off hand is "Quanta Plus".

Blue Fish & Quanta both aren't WYSIWYG.
The closest is nvu. http://www.nvu.com/

quanta has a mode where you can edit the file and have a split preview of the file. which works pretty well. most good (at least the ones i know) who use dreamweaver, use it not for the wysiwyg but for the editor feature.
ps dreamweaver outputs pretty bad code. i use it only if i really have to.
