Could you tell us which Postfix web admin interface you are using?

AFAIK, implementing user quota requires use of LDAP. If you "google" for "Postfix + LDAP", you will come across an article that details migration of a qmail-LDAP setup to a Postfix-LDAP one using the qmail LDAP schemas.

As for the create mailing list option, you will probably have to look at the web admin interface code.
