Can anyone give a link to ncst-term or perhaps mail it to me ? I have searched all over but it seems it is part of some distro or other. I would really like Unicode support in Pine.

Try http://rohini.ncst.ernet.in/indix/o_download.html , though you may have to check with them if this copy of ncst-term is older than the one available in the ISOs at http://rohini.ncst.ernet.in/indix/download.html
