Well, it's been possible with Windows NT for at least four years - using Citrix.

I am not sure whether Citrix's ICA clients could access a desktop through a browser. Also Citrix's solution cost a _bomb_. Also VNC does the same thing but i am not sure it does it through a browser.

well, they had a custom control - activeX for IE and java for netscape. I know because I had set it up in 1999. We also managed to run a recursive desktop browser.
