I'm working in an LAN envoirment where there are around 100 PC.s which in turn connected to WAN . Sometimes it happens such that WAN Utilization reaches to peak .Is there any utility in Linux where I can trace which particular PC is genrating High traffic .

Put Squid, and meter the source IP.. Or if you've a Cisco router, try netflow..

If you have a Linux router configured as your gateway, you can use the following command to detect which machine is generating high traffic.
# tcpdump -i eth0 ( where 0 is the first NIC)

I am trying to put together a list of ten projects that can speed up FLOSS adoption in India. This is something that is complimentary to the Project Resource Center that you were talking about. Everyone agrees that if we can harness the student community in India for FLOSS, the whole movement, worldwide, can get a fantastic boost. It can also go a long way in countering the accusation that India is a nation of "downloaders."
The challenge so far has been in creating a mechanism where students and mentors can be effectively linked together. The steps I would follow to make this happen are:
1) Encourage engineering colleges and research institutions to put their software in open source. We must ensure that the projects done by the students become a community resource by hosting it on sites like Sourceforge. Others should be able to build on the work that has been done, rather than reinvent the wheel.
2) Identify key projects that can speed up FlOSS adoption (that's what I am currently doing) and work with academic institutes to implement these.
3) Create a sustainable mechanism where the energy of students can be channelized year after year. Start on a small scale and scale up the mechanism gradually. This is where the inputs of academics, students and the FLOSS community needs to come together. We need an interactive debate to make this happen, because no one person or group has all the answers. Contributions from members of this list are welcome.

Yes, this indeed is a great idea. In addition to the same i also would like to see the FSF/OS community in bombay getting on its toes with regards events of the likes of:
1 Day workshops Newbie Workshops Sysadmin/Programmer oriented workshops 1 - 1 Sessions towards clarifying doubts/myths for the lay men/women Advocacy sessions calling for volunteers to go about institutions
across the country conducting events listed above.
These and much more in addition to the FLOSS based projects needs to be initiated. We have what it takes all which has been lacking(which includes me) is the WILLINGNESS.

If Mumbai cannot hold a LUG meet regularly, which other city can. It's quite a shame. Maybe we need to find ways of making the LUG meets more interesting. If good old Fred came down from Goa and saw that we can't even get a meet going, he would give us a hearty kick in our collective butts.
What can we do to make the LUG meets more interesting and generate greater participation? Would be good to hear from the list members.

When the members were few, the meets were frequent. People were in it to *exchange* ideas. Today people are in it to get *free* help. Less than 10 active members in a group of 810 does not a user group make.

There is a software called ipacct. It depends heavily on iptables for its work.
You specify a rule and it logs number of packets and bytes passing through that rule
