I represent the GNU/Linux User Group of NIT Hamirpur (http://www.glug-nith.org). We were also planning something similar for our college only. But it would be better if we can have something which is meant for all Indian universities. Maybe the service can be linked to existing services like Savannah, Sarovar, Sourceforge.
Activity is low as MU engineering exams are in progress. But others can chip in.
We are also having ours. :(

All LUGs are welcome - they are among the target groups :-D . We do want a pan-Indian effort where projects like AVSAP and Antidialer can be presented to everyone. Even your college can be represented by, say your student body or something. Please register at the wiki and put your ideas and recommendations on record.

The brainstorming did begin with a rant about the lack of an Indian download mirror for SF.net, somewhat along the lines of the JAIST download mirror. It then veered off towards providing a platform for students - India (and student) specific software being mirrored on an Indian "Sourceforge".

Right now, the project doesn't even have a name! So there's no hurry. Just keep it in mind and come on board when you have the time.
Do contact Hrishikesh hthite@gmail.com if you have any queries not answered on the wiki or by me.

Its a good idea to have a platform for students to enter FOSS programming. I guess SF is quite intimidating for a beginner (some may disagree with me on this). I missed something like this during my project days (which is just a few weeks ago ;-) )
There are many projects on sourceforge that have been abandoned and can be taken up by some students for their academic projects. We could sort these projects out from sourceforge and present those ideas too. That would be a good way to start out as there is some base already developed.

Creating an indian mirror is not such a big deal. However commiting bandwidth for a popular mirror is extremely difficult (read costly) in india. There are several debian mirrors in india, but very few of them are open to public.

To the guys from Y!, is "catch them when they are young" a business-case good enough? :)
