Red Hat 10.0? AFAIK there's only upto Red Hat 9. After that it was split into Red Hat Enterprise Linux and Fedora Core. Fedora Core is the available free of cost. Latest version of Fedora Core is Fedora Core 5. You can find methods to get it over here http://fedoraproject.org/wiki/Distribution

If by "RH 10.0" you mean Fedora Core 1, 2, 3, 4, or 5, then yes, it is free.
