Is a service like printfu something that you would be interested in using? I would, if the price is right. ;) Are there going to be printers you know who would be interested in working with prinfu for such work? The printer can be anywhere in India, but preferably near the metros so that atleast metro to metro courier prices are reasonable.
Kinkos in the US has a tie up with UPS and they provide a complete print-n-deliver solution. So does NowDocs.com based in san mateo. though i am not sure if they are still in business. but kinkos is. and its not just PDFs. they will print any matter and do all sorts of fancy stuff with it if you desire.
Though I am not clear why one should have a problem printing it if they could download it and have the right printer. Also, can take it on a disc to the nearest print center and get it printed on the spot. probably will take lesser time than uploading.
maybe I work in a commercial area that has tons of such printers at an arms length, upto a saturation point. There is Fort/Andheri Station/Borivali, to name a few.
what would work is if the data or manual is too big to download and instead of uploading it to the printer's site, we could only provide a URL and they do the downloading and printing, then it would be something to consider.

That is U$ based service. I would like to use print service that charges in Rupees.

It isn't economically feasible. The bandwidth costs in India are so friggin high that the printer will go down within days of starting the service OR he will charge too high to customers who will prefer to get it printed themselves... either way its not feasible.
