its unclear in the sense that it doesnt state, terms for modification, reproduction.. its kind of use it as readonly.. contact the author to suggest a proper license.

A non OSI approved (last I checked) license is: http://scripts.sil.org/cms/scripts/page.php?site_id=nrsi&item_id=OFL_web - - the Open Font License. The other means could be GPL+Exception (which I kind of don't think is required in this case)
