The above link is a sort-of web app, that allows one to choose a distribution based on the level of knowledge he/she has.
The article link posted was intended to address a audience who wanted to take a plunge to start using Linux distros.
BTW, the link that you have posted actually supplements the article and I emailed it to the webmaster to include it with the article.
