Local repository server - check apt-cacher - https://help.ubuntu.com/community/Apt-Cacher-Server - has worked well for me in the past - quite easy to install - install on server, add all the packages you want to add to it, and change all machines on the networks' sources.list files to point to local server .. So far I've arround 4-5 apt cds, which are each of 100-200 MB & I need to keep changing CDs every now n then, whenever I install anything.
