Did u do chmod 711 on public_html and cgi-bin directory directory? Also u need ExecCGI on directory, /home/*/public_html/cgi-bin
Plus I think you need mod_users module on.

dude... do u mean...u want pple to be able to execute cgi scripts from ur werb server..... if thatz the case....just enable this type in Apace's config file..... Unhash the following line......
#AddHandler cgi-script .cgi
