i haven't read the article (no i am not registering for bitpipe and no i also do not intend on using bugmenot), but here is what i am aware of.
Oracle's UL is primarily based on RHEL SRPMS though they do borrow a bit from CentOS as well. There is an active discussion on the centos-devel list for this: http://thread.gmane.org/gmane.linux.centos.devel/1404/focus=1404
From my point of view: Based on their past records, i wouldn't trust Oracle on security. A company that can't provide timely patches to their flagship product is not going to do much for their non-flagship (read: released to soothe egos) products.
BTW, they are already lagging behind on security patches.
