What do you mean by "normal" price? If you mean the printed price then this is a joke indeed. You get 20%-25% discount on the MRP directly on cash payments at shops like Compter Bookshops - on NEW books.
Books in good condition. Some books are brand new.

All book shops will give you 25% discount on Indian editions of any computer book - if you ask for it. This is an incentive provided by GOI for people to buy computer books.

I dont know about the incentive part, but Phillip is right. I get 25% discount from Computer Book Shop if I pay cash (15% on credit card) even as a walk in customer.
Incidentally, for any one interested, Wrox gives a 30% discount on all its books published in India if bought directly from them under the "Programmer to Programmer" scheme. You have to send a dd to them and the books get couriered to you.
I think, basically, the margins on computer books are too high :-)
