This is a good start for stating a policy :) It should be disclosed on the mail list sign up page and in the welcome message.
On an average about 10 emails are rejected every week for not
following guidelines, especially
for top posting.
In my opinion, for this volume of rejection, the list may as well be unmoderated. This is significantly less compared to numbers given by Philip Tellis in an earlier posting. Although, I endorse bottom posting, I'd prefer substance over a syntactically correct message with no substance. An example on the web site/welcome message would help the uninitiated.
