Translation: We are sorry that our web developers are incompetent nincompoops who can't even create a html page without using an editor that has shiny buttons and we do not like people pointing that out to us. So please bend over like we do to our M$ overlords. We're sure, you'll find that the pain will slowly become bearable and you might even begin to enjoy it as much as we do.
Well, anyways, the site appears to work if you switch the user-agent. I used https://addons.mozilla.org/en-US/firefox/addon/59 to check a few pages.
BTW, not that it might do much good, but please do send out a strongly worded mail to them in any case.

Addendum: I didn't see a link to registration which is mentioned in their application process at any obvious place. I suppose there is some M$ only annoying widget on the home page that leads you to in. After a bit of looking around i got this: http://fyjc.org.in/mumbai/StaticPages/Registration_Base.aspx
