To do the equivalent under grub2, you need to edit /etc/default/grub and then run update-grub.

Or install grub-legacy apt-get install grub

JTD had posted a nice link in earlier threads about downgrading from grub2 to the regular grub. If the OP searches, he will find it. I had used the same link on my Ubuntu 10.04.
