Nope. The Via PV CLE266 MII has an onboard processor and is included in the cost.
I guess for your "PlutoHome" kind of solution you will need a far more powerful machine than the VIA C3/Eden.
Yes. Particularly if you want to stream video. The CLE266 can stream one channel. I have not tried more, although i suspect it will be able to manage two with 512mb ram.
