The best place ( if you are comfortable with the C code ) is to look in the sources.
A good and available book is "Understanding the Linux Kernel" but it talks only about 2.2 with mention of possible changes in 2.4
Since 2.4 has been out for long, the book is not up-to-date, but still is helpful.

Did you try searching on google for "tcp ip implementation linux"? There's a very useful page that provides links to all sorts of docmentation.

Look for a paper called 'Linux IP networking' That's a good place to start off. Googlize it .... mebbe they have it mirrored on kernelnewbies... ciao Abhijeet More
