One of my friend has 2 DSL lines[64K each].
Questions: 1> Can he club this bandwidth into a machine [Linux machine] 2> and from there how can he distribute clubbed bandwidth to many users .
He wants to provide internet connection in his building. He would like to have a bandwidth restriction on each such user.
Any help/links will be highly appreciated

Ask him to get an ISP license first. DOt guidelines have changed and say you cannot redistribute without a license. http://www.lartc.org should help a bit on the technical side.
