Have you checked if the service is in fact enabled? When you say does not respond, what is the error you get? Are iptables/ipchains active on your system? Have you read the Networking-HOWTO?

What was the actual response when it "didn't respond"? Have you read the FAQ? Have you gone through the installation instructions?
