There is a proverb in Hindi "Andoh me kana raja" (Among the blind, the one eyed man is the king ).
From my personal experience, after having tried cable Internet, TriBand
up time and through put is the best. MTNL can actually beat the pants off of other ISPs, if they fixed their usage metering software and/or replace their BB top management with customer oriented/focused professionals.
