No he is right ... he _is_ talking about *translation* Maybe you should go out on the web and find out what i18n (internationalisation) and localisation of GNU/Linux systems is all about ... then there are things like NLS (National Language Support) which goes into all the development libraries ...
FYI, and AFAIK, NCST has a version of GTK+ and GNOME that use Indian languages for the interface. And Prof. Phatak from KReSIT, IIT Bombay recently announced his support for the localisation project, in the form of undergrad student projects, at the recent public lecture by RMS.
BTW, there is going to be a talk on the localisation effort by Vikram Aggarwal, from the IITB Math dept sometime soon ... I will post the official announcement as soon as I get it. Vikram is a Debian developer, and is working closely with Prof. Phatak on handling the localisation project.
